It seems really easy to set up, according to a blog post on the Google site.
"To set a goal (like “Work out more”), simply answer a few questions (like “How often?” and “Best time?”), and you’re all set. From there Calendar will look at your schedule and find the best windows to pencil in time for that goal."
A great thing about this update is that it easily allows you to reschedule, doing so automatically if you add an event that is in direct conflict with a goal.
The new goals update will use machine learning to figure out how to work around your schedule, and the more you use, the better it becomes.
