So it IS okay to eyeball Beyoncé.
Beyoncé and Jay Z were having a night out at the NBA Finals between the Cleveland Cavaliers and the Golden State Warriors at Quicken Loans Arena in Cleveland, Ohio when an image of Bey and a random man went viral.
A few media outlets saw a picture of the two of them looking in each other’s direction and decided that Beyoncé was giving the man evils for making eye contact.

The man in question is Steve Cespedes who was completely oblivious to what was happening online at the time until he looked at his Twitter feed and noticed the tweet from The Huffington Post.
He told another Twitter user that Beyoncé and Jay Z were polite and gracious and after he had shown Bey the viral image she had the idea to recreate another one.
And that is exactly what they did.
