Four years ago, the case was upgraded from a missing persons case to a murder inquiry.
The suspect was arrested in Co Kildare this morning, and is being held at a garda station.
A search is underway at a house and land in the county.
Dullard went missing after travelling to Dublin, and socialising in Bruxelles Bar on Harry Street.
She missed her final bus home to Kilkenny, so instead got on a bus to Naas, Co Kildare, and planned to hitchhike home from there to Callan, Co Kilkenny.
She is known to have got a lift from Naas to the slip road on the M9 motorway at Kilcullen, Co Kildare.
Dullard then got another lift to Moone, Co Kildare at roughly 11.15pm.
Her final known interaction was at 11.37pm, when she rang her friend Mary Cullinan to say she was taking a lift after a car stopped for her.
Dullard's sister Kathleen reported her missing on 10 November.
