The family of the targeted children posted an image of it to a community Facebook page for the residents of Champlin, Minnesota, in an effort to warn them to be extra vigilant.
The post raised concern among the neighbourhood and police managed to track down the identity of the sender after they were contacted by neighbours.
As well as sending numerous letters, the woman also admitted to sending magazine subscriptions with notes attached reading "tasty children" and "Taste them childrens".
Kare 11 reports that the woman in question was charged on Thursday.
In a post on the Champlin Community Facebook page, the mother of the children wrote:
"The situation has been resolved and there is no current threat to the community."
She added that the letter was sent "by a woman who wanted to scare us out of the community because she thought my kids were loud.
"I have never met or interacted with this woman before.
"If she had come to me even once I am sure this whole situation could have been avoided without terrorizing my family and the community. This woman is sick. Whatever happens from here is up to the courts to decide."Life
